HARROW VOLUNTARY & COMMUNITY SECTOR (VCS) ENGAGEMENT IN PUBLIC SERVICE DELIVERY - WORKSHOP PROCUREMENT PROCESS.
Harrow in Business in partnership with Capable Communities Ltd has been selected to deliver the above named project for local voluntary sector organisations in Harrow. The project will increase delivery of public services by Harrow-based VCS organisations through the radical transformation that will strengthen the third sector and be the focus of involvement, engagement and capacity building in terms of partnerships, governance, planning and enterprise. This new model will support the sustainability of the activities initiated by this project.
There are several elements to this project, including the setting up of an innovative, joint Community Interest Company, outreach work to map; identify, engage and recruit VCS groups to the training courses; research gaps and weaknesses for effective delivery of public sector commissioned services; conduct needs analysis of key VCS groups and the provision of a comprehensive range of workshops in the areas of governance, procurement and commissioning, business planning and marketing.
Harrow in Business has determined that it will invite individuals and organisations to submit proposals to deliver the workshops.
Workshop Content Specifications
We are seeking proposals for the delivery of the following one day workshops. We anticipate that three workshops under each heading will be delivered over a four month period between June to October 2012. It is anticipated that a further two workshops under each heading will be repeated between April 2013 – September 2013. We expect that there will be a maximum of ten participants at each workshop.
1. Governance & Financial Management
The purpose of this workshop will be to provide participants with the relevant knowledge, understanding and operational tools to ensure effective organisational and financial management within their organisation.
2. Procurement and Commissioning
The purpose of this workshop will be to provide increased knowledge and skills of public sector commissioning processes for key VCS staff focusing on the start-up or development of tendering (including structuring, documentation / policies and legal requirements.
We are seeking proposals for the delivery of the following half day workshops. We anticipate that two workshops under each heading will be delivered over a four month period between June to September 2012. 3. Business Planning
The purpose of this workshop will be to provide participants with an overview of the organisational business planning process and to provide them with an appropriate template which they can utilise to readily review previous activity and outcomes and design and monitor future actions.
4. Marketing
The purpose of this workshop will be to provide participants with the knowledge and understanding of the importance of marketing within the context of the community and voluntary sector. Participants should, by the end of the workshop be able to design and develop their own organisational marketing plan for the next twelve months.
5. Costing & Planning
The purpose of the workshop will be to provide participants with an understanding of the difference between costing and pricing in the delivery of the services.
Successful organisations/individuals will also be required to provide an abridged learning toolkit for their specific workshop to be included on the online portal which will supplement the learning resources for the community and voluntary organisations.
Proposals
Proposals can be submitted to deliver any or all of the workshops. All proposals must describe the outline content of the specific workshop/s, the daily rate inclusive of VAT, the methods of delivery and explain how the content has been specifically designed to meet the needs of the target group. All proposals must be accompanied by a single side of A4 providing details of expertise and experience of the individual/organisation relevant to the workshop specifications and client groups.

Harrow in Business has set a maximum fee payable of £480 (inclusive of VAT) for the delivery of one day workshops and £300 (inclusive of VAT) for half day workshop.
Harrow in Business will pay a fee of £240 (inclusive of VAT) for the on line learning toolkit.
Selection
Proposals which fail to satisfy the criteria set out in the proposal section will not be considered.
A panel of three, selected from HiB board members, advisers and executive team will meet and evaluate the tenders. Decisions regarding the choice of successful organisations/ individuals will be based on the following:
